By becoming the first state to ratify the U.S. Constitution, Delaware
is the first of the 13 original states to be admitted to the Union.

Pennsylvania becomes the second state to ratify the United States
Consitution of 1787, thus building momentum for more states to
accept the Constitution. The process is not smooth, and there are
bitter disputes. In a document detailing their grievances, the anti-
federalists allege that there was not enough time for a full
discussion.
